Resort owner answerable to environmental laws – DENR

The owner of a resort inside the posh subdivision in Parañaque will be answerable to environmental laws.

This was the position of Juan Miguel Cuna, Undersecretary of the Department of Environment and Natural Resources, who said the case of the Wing-An Garden Resort owned by businessman Salwen Lao, has been referred to their legal department for appropriate actions.

“Of course, he (Lao) will also be given due process, and our team will conduct a thorough probe, ocular inspections etc. things like that,” Cuna told the DAILY TRIBUNE.

When asked if creeks and rivers can be owned if found near one’s property? Cuna said the law is very clear.

“No, they are not for sale. Creeks and rivers are property of public dominion, not capable of being appropriated/owned by an individual,” Cuna explained, pointing to the Civil Code as their legal basis.
